In the last few years, whenever I passed through Bangkok, I chose to stay at Arnoma mainly because of its good location. Everything you could ever need is within walking distance (from BTS to some of the largest shopping malls in Bangkok, not to mention food stalls lined on the sidewalk where you can grab a quick bite till late): that's definitely a plus. The hotel itself would need some renovation, despite that rooms are reasonably comfortable and clean; quietness depends on your fellow guests mood. Staff is usually polite, friendly and helpful, sometimes they lack some skills: in such a case you'll get their apologies and a sincere smile as a compensation.
Breakfast buffet is varied, well presented and foodstuffs are of a good quality. If compared to 2006 things have worsened a bit: check-in and check-out time have shifted some two to three hours later/earlier respectively while I noticed a rise of 10% in room rates. The management seems to have given a cut on personnel that means service is not that prompt as it was in the past: don't be surprised if the main door is left unattended and you must open it by yourself or you spend 10 minutes trying to get some more coffee while having breakfast... I do agree these are not real issues, on the other side it is not what I'd expect from a renowned 4 star hotel.
