Banks in Japan are usually open Monday to Friday from 9:00AM till 3PM. If you would like to open an account with a Japanese bank, a foreigner would require presenting the bank his/her Alien Registration Card at the time of opening the account. The Alien Registration Card is a document a foreigner needs to apply for when staying in Japan for more than 90 days. He/She would also be required to sign on an inkan better known as a personal stamp.

Most banks in Japan offer automatic teller machines (ATM) and cash dispensers. An account holder can withdraw, deposit, transfer money or pay bills at any of the ATMs across the country of the bank. At cash dispensers, it usually possible to only withdraw money. Most ATMs and CDs are unavailable on weekends and during the night, but there are an increasing number of 24 hour ATM machines. The machines found in convenience stores, for example, are often available around the clock.

A tourist visiting Japan must be aware of the fact that the most ATM's in Japan do not accept foreign credit cards. Only international ATMs located at post offices and in a few major departmental stores and airports accept foreign debit and credit cards. Telephone and other utility bills can be paid at banks, ATMs, post offices and at some convenience stores.

As far as ATMs are concerned, most of these machines do not accept debit and credit cards that are issued outside Japan. The only exceptions are the ATMs which are located at the 20000 post offices all over the country. These ATMs allow you to withdraw cash by foreign Visa, Plus, Mastercard, Maestro, Cirrus, American Express, Diners and JCB cards and provide an English user menu. Central post offices of major cities only offer 24/7 ATM facilities including the Tokyo Central Office, Shinjuku Office, Shibuya Office and the central offices of Osaka, Kyoto, Yokohama and a few other major cities. Operating hours of ATM decrease proportionately to the size of the post office.

In addition to the ATMs at post offices, international ATMs can be found at international airports, in major department stores and in Citibank and Shinsei Bank branches.
