Oman's politics is a throwback to the days when the countries around the world were ruled by hereditary kings. Oman subscribes to absolute monarchy with the Sultan heading the country as well as its government. It falls upon the shoulders of the hereditary Sultan of Oman to nominate a cabinet to aid him in the administration of the state. It was not until the 1990s that an elected advisory council, known as the Majlis ash-Shura, was established. In 4 th October 2003 an edict allowing all the Omanis above 21 years to vote was passed and consequently 190,000 newly empowered people elected their candidates to 83 seats. This Assembly of 83 elected members, also known as the Consultative Assembly, carries out the function of providing consultations in regard to the policies of the government.

For more efficient administration, Oman is divided into 59 districts or wilayats. Each of the districts is headed by a governor or walis who oversees the amicable resolution of disputes in the districts and also ensures tax collection.
