the good things first: 1) pretty good location, but then hoi an is really quite compact, so one can easily walk to "ancient town" wherever one is, provided you are not out there by the beach. 2)room is clean with a nice balcony. 3) breakfast is decent but is the same every day.... 4) instead of welcome drinks, they offer a welcome meal (either lunch or dinner) which is pretty good value. however, you have to pay for drinks which is very expensive by vietnamese standards. they charge US$1.50 for a can of coke! a can costs only about US$0.60 at the fancier restaurants in town.
now for the bad: 1) hotel is old. our toilet flush handle broke after the first day. no stairs - so be prepared to climb (third floor being highest). room feels kinda spartan and "cold" even though it has all the standard amenities. 2)courteous staff but rather inflexible service. we asked to check out an hour later, at 1.00pm instead of 12.00 but they said no - even though we had stayed 3 nights with them. 3) hotel is rated 4 star but it certainly is not of international 4 star standard.
