We arrived expecting a river view room,...
We arrived expecting a river view room, but not all rooms are strictly riverview. We moved and could certainly see the river, so we were happy.
The rooms are generously sized (the one we stayed in) and perfectly located for walking along the river to restaurants. A tuk tuk is out the front and for $2, this will get you most places uptown, which is well worth going to.
The managers were all pleasant and went to an effort to help us with every aspect.
Breakfast is next door on the river (curb side) and the first day was wonderful. The second day failed dismally, so this inconsistency was not a good thing for them. The owner was there and seemed oblivious to what was happening, which was disappointing.
The location is opposite the night market. Personally, I enjoyed the music in the evening, with the doors open, but some may not. At night when we were sleeping, no noise disturbed us and we slept in twice!
The bathroom is small but clean and more than enough for 2. I like the fact that it has a separate toilet, which would appeal if you had children in the same room.
Overall I give this venue a thumbs up, as it was very clean. No pool, which I think made it a little overpriced for the money (we paid $100US/night for 'riverview' room) - apparently it has gone up a lot recently.
The foyer is little more than a hallway, so please don't have any grand expectations about this guesthouse. If you can overcome that (and some poor taste in decorating, which is modern but ecclectic), it is a very nice stay and as said, very clean and in a good location, particularly if arriving on the boat.

A great location with very friendly and helpful staff. The room is large, clean and well decorated.
There is noise on a Sunday night but this was not an issue as it stopped about 2300hrs.
The coffee is excellent although the restaurant is in an adjacent building.
The quality overall is good. However, the price is a bit expensive (even with a price deal) and there are better value alternatives.

A great hotel in a good location....
A great hotel in a good location. On the edge of the main Phnom Penh tourist precinct, River 108 is a little bit of luxury in a bustling but delightful city.
The staff were attentive and readily available, despite arriving on the first day of Khmer New Year celebrations. The room was very well appointed with a leafy balcony overlooking the street and the nearby markets.
Phnom Wat and the Royal Palace are well within walking distance. There are lots of bars and restaurants around the corner fronting the river and buses to Siam Reap are only 50 metres away. Whilst you can certainly find cheaper accommodation in the area, I was pleasantly surprised at how good River 108 was.
Tucked away behind trees on the river end of 108 street, make sure the Tuk Tuk driver doesn't miss it.
My only complaint, I didn't stay long enough!

Forget about the plastic...
Worst hotel ever!
Forget about the plastic plants in the middle of the second floor. I dad a horrible experience: I was followed by a crazy guy (a "guide") asking me for money. As I did not want to pay, this guy got into the hotel and took me a while to convince the manager to get rid of him. After, I took a taxi to the airport, and the guy was following me! came back to the hotel, and ask for both help and advice. None of them was given. I finally convinced the driver to go straight to leave. But after a conversation with the driver, the manager convinced him not to take me because it was too dangerous for him. I did ask for calling the police of something, but none was offer. Finally i took a cap in the road and leaved. Is not a cheap hotel, but this untrained manager doesn't have any idea about service or the least, to protect a client that is in a foreigner country.
