Definitely value for money!!
My partner and I stayed at the Flamingo By The Beach hotel in Tanjung Bungah in late March/early April of 2012. We stayed for 7 nights.
We thoroughly enjoyed our stay there and found the hotel to be very comfortable and great value for money. It is also very conveniently located, with a bus stop right out front and shuttle services from the hotel to the main shopping areas.
I read many reviews before choosing this hotel and I will agree with a couple of the negative comments: The aircon in the room was not very cold. It was cool enough that we were comfortable most of the time, but it never got really cold, so if that's what you like then you probably wouldn't be happy here. Also, the buffet breakfast was not something to get too excited about. But I've stayed in other parts of Malaysia and it's very much the same throughout. A lot of this is to do with the hotels trying to cater for all cultures, so it's understandable. Having said that, there was enough choice that we always had a decent meal before starting our day.
Overall, I'd recommend this hotel to anyone looking to stay somewhere nice but still affordable... cost us just over $500 for 7 nights in a Sea View room.
The staff are very nice and helpful, always very polite and smiling.
One thing to note... this is definitely a family friendly hotel and even though couples or even singles would have a great time here too, it's not a place to "party". The swim up pool bar is always very quiet and the girls behind the bar don't really know a lot about making cocktails... but the lobby lounge bar is better for this. Keep in mind though that the drinks at the hotel are more expensive than you'll pay elsewhere, so is not a good idea to drink at the hotel if you want to have a cheap night. So, on the plus side, you will never have problems getting to sleep as it's not a very loud hotel.
So, I would definitely recommend this hotel to anyone heading to Penang for a holiday.

We did stay in a mountain view room, which was opposite of the neighbor Hotel.Unfortunately the aircon or ventilation sythem of that building was so noisy, that it was impossible to be on the balcony and could even be heard in the room while the windows were closed. Sitting on the balcony you also have a small sea view. The bus stop to town , airport and next beaches is just in front of the hotel. Within 10 min walk you can find a couple of nice restaurants.
Do not expect a tropical beach and clear water. You will not find that here. The hotel did warn about jellyfishes in the sea.

Could do better
Although we booked with 6 months notice requesting a non-smoking room, and emailed prior to arrival repeating this request, we were put onto a smoking floor. This was hastily changed to a sub-standard room, which was cheerfully changed to one we'd booked and paid for. A little dusty, towels and sheets need replacing, but beautiful view.
Some minor areas where the hotel could improve: (1) Even though we arrived at breakfast at opening time, many of the hot dishes were cold, there wasn't enough choice, and the egg chef was reluctant to fry an egg for my wife (he was only doing omeletes.) (2) Children are allowed to scream in the corridors outside the rooms, in the restaurant, and sit in the jacuzzi pool bar over the sign stating children not permitted. Why are hoteliers afraid of asking parents to control their children out of consideration for other guests? (3) More could be done to prevent room doors from slamming. (4) None of 4 front desk staff, who were otherwise chatting, were willing to call the bus company to find out arrival times for us. They told us to use the public phone in the foyer, even after we cited language issues.

Great Location - Great Hotel
Nice, clean, smart hotel with a big pool and beachfront. Half way between George Town and Batu Ferringi - so well located for a dose of heritage in one direction or splash of 'Costa del Penang' in the other.
My only criticism of this hotel is the overwhelmingly loud live singer in the lobby each evening; made it impossible to sit and chat in the hotel - so that's a good excuse to always plan an evening out!

Nice hotel, not nice beach.
Nice hotel, beautiful food, but not nice beach, no for swimming. Dirty see, iideal for lots of water sports,but no for swimming. If you like beach holiday, better go to Langkawi. Penang is busy,noisy and very dirty island. I prefer Langkawi, much more beautiful place. Hotel Flamingo is very nice, just bathroom needs proper cleaning. Sunday lunch for 20 MYR is amazing...
Shuttle bus is going from hotel to Batu Ferringhi night market every day for free, and twice a day to Georgetown for free, one way only. But bus stop is in front of hotel, for 1,4 MYR you can go everywhere anytime. Flamingo is nice hotel, we liked it so much. We would never ever go to Penang again, but we liked Flamingo hotel.

The tiled floors and a/c have problems.
Overall I enjojed my stay here, the hotel is a nice location on a good beach, transport to the night markets and back into Georgetown is right outside and the food across the road is cheap and very good. The breakfast in the hotel was excellent and should satisfy all tastes.
Two problems I found were the entire place has tiled floors and any sound in the corridors echoed to such extent that a person talking 20metres away from the room could be easily heard and when a door was closed WOW!!!!. Also the airconditioning was auto turn off when you left the room, so on return the room was like a furnace and took some time to cool again.

We reached the hotel late at night, after we gave them a called so that they can hold our rooms. It was a good service.
Rooms are big and spacious, bright and clean. Beds are comfortable.

Flamingo Hotel
We were not given a double bed but they have done the twin beds up nicely for us.
Rooms are good in size and kept clean and neat.
Location is great with a bus stop right in front of the hotel that goes to most places in Georgetown / Batu Ferringhi so that is convenient.
Breakfast was reasonable for the price paid for. Definitely not for fussy travellers with high expectations.
I would give thumbs up overall for this hotel.
