Busan Metropolitan Council composes 47 members:
– Members elected from local electorates and
– 5 members elected by proportional representation system. The members of Busan Metropolitan Council hold office for 4 years. Council member has various voting rights for organization, amendment and annulment of regulation, consideration and decision of budget and consent of budget settlement, and have an administrative dealings inspection & investigation right, Self-control council right, approval right, admission right and power to accept and clearance of petition. Administrative Inspection Duty Council Secretariat shall deal with the affairs and the administrative and legislation activities like council operation and council activity under the supervision of the chairman. General Affairs Department
It shall take charge of matters related to establishment and general revision of council's basic administrative plan, ceremony, foreign associations and executing council facilities. Proceedings Department
It shall regulate special meeting's operation and sustain necessary growth of proceedings. Also, it shall take responsibility of all and any bills, responding to administrative queries, conducting petition and representation and distributing assembly records. Expert Commissioner Office

It shall manage a morgue for legislature to set up and alter public information plan for council actions and give a help for legislature activity.
