The Ko Samui Municipality functions as the Ko Samui City Council. From an administrative point of view Ko Samui is an Amphoe (district) of the Surat Thani Province. Being an Amphoe, Ko Samui is further subdivided into 7 tambon . A tambon is the lowest administrative tier in Thailand. The complete island of Ko Samui is considered one municipality or thesaban tambon .
The Amphoe of Ko Samui consists of the island itself, the neighboring Ang Thong archipelago and a few other islands nearby.
