In comparison with other developing countries, people of Vietnam enjoy a comparatively high standard of education. In 1945 and 1950 the education reforms of Vietnam constituted a fundamental system of national education comprising pre-school programmes, primary and High schools, popular education for adults and a network of colleges and universities and between 1945 and 1975, related reforms were taken place by the Sai Gon regime. Primary and secondary education is provided by the government through 13,355 primary and 1,157 High schools and is free to all. High School education starts at the age of 11 (grade 6) and goes on to the age of 17 (grade 12) and all children are encouraged to complete secondary school. High school has three grades and students must clear an entrance exam to enter high school. A number of High Schools require two entrance exams, as others require only one. A number of the top high schools, such as the famous Quoc Hoc High School, Hue (where Ho Chi Minh and Pham Dinh Phung studied) require one entrance exam.
